Specialist Advice via Consultant Connect can help you earn IIF points

When clinicians within your Primary Care Network (PCN) seek Specialist Advice via Consultant Connect, your practice can earn Investment and Impact Fund (IIF) points for your PCN. You don’t need to worry about submitting the data as our system automatically submits it to National Health Service England (NHSE) via the Elective Recovery Outpatient Collections (EROC) for you.

When clinicians within your Primary Care Network (PCN) seek Specialist Advice via Consultant Connect, your practice can earn Investment and Impact Fund (IIF) points for your PCN. You don’t need to worry about submitting the data as our system automatically submits it to National Health Service England (NHSE) via the Elective Recovery Outpatient Collections (EROC) for you.

What is the IIF?

The IIF is a financial incentive scheme that focuses on rewarding high-quality care in areas where Primary Care Networks (PCNs) can significantly contribute toward the ‘triple aim’. This consists of:

  • Improving health and saving lives
  • Improving the quality of care for people with multiple morbidities
  • Helping to make the NHS more sustainable

The scheme is points-based and each PCN can earn a maximum of 1153 points by March 2023, in which each point has an approximate value of £200. Points are awarded when a PCN hits a target, and they then become eligible for funding.

 

How can I earn points by using Consultant Connect?

The ‘triple aim’ is categorised by indicators. The IIF recognises that utilising Specialist Advice lines via Consultant Connect falls within the indicator ACC-07: ‘Number of pre-referral Specialist Advice requests across 12 specialties identified for accelerated delivery per outpatient first attendance’ (see page 59 of the IIF 2022/23 guidance).

Each PCN can earn a maximum of 44 points within this indicator, which can equate to approximately £8,800. These points are rewarded when a PCN increases the amount of Specialist Advice they seek in any of the 12 key areas:

  • Cardiology
  • Dermatology
  • Ear Nose & Throat (ENT)
  • Endocrinology
  • Gastroenterology
  • Gynaecology
  • Haematology
  • Neurology
  • Paediatrics
  • Respiratory
  • Rheumatology
  • Urology

 

How are points calculated?

Points are calculated using the total number of requests for Specialist Advice (numerator) and the total number of outpatient first attendances across the above 12 specialties for accelerated delivery (denominator). The aim is to see a rise in the number of requests for advice in relation to the number of outpatient appointments in these areas. The threshold for the target is between 0.066 and 0.19. The closer to the upper threshold, the more points a PCN is awarded.

Do I need to submit my Consultant Connect data?

No, the Consultant Connect data is taken directly from our system EROC submission. The denominator data is taken from the Secondary Users Service (SUS) Outpatient Dataset, so you don’t need to do anything else. Please note that this does not apply if your area has opted out of us submitting data on your behalf.
